It's under Board Setting in the ACP, where you can edit your Welcome Box. This would be very nice to have.
Welcome Box
Welcome Message: The message that displays to users who are not logged in. BBCode Allowed.

if you have seen this on freeforums.org I believe it is something that they developed themselves to try and be unique and different from the other PHPBB3 hosts out there...anyhow yes it would be a great feature

You can do this quite simply already. Just create a forum that only guests have permission to view. Once they register and/or log in then they don't see it.

I think verdilak means is one one that displays at the top across the whole board without creating all the individual forums

That would work pretty well, unfortunately that would mean that nearly 99% of my board would be unviewable by guests, which is kinda against the recommended rule.

I have got a little note on the first forum saying welcome guest and on a few saying please login to view this section...I have also allowed guests to post in some sections of my forum

well bots have no way to spam as it has the image verification and if true humans were to spam, then it would be very easy to ban them via IP
